23/11/11 – City Council Budget Proposals 2012 Including Plans to Save £2 million on Terms & Conditions
Some sections have still not had a management briefing about the proposed cuts or even been made aware that a meeting is going to take place. However, all the proposals are available on Stoke Inside. The trade unions were briefed yesterday before the release of the information at 12.30pm and have also attended a further meeting today to go over the information. The branch is looking at the overall picture and has undertaken to let the employer know as soon as possible any headline concerns surrounding restructuring and service level provision. Voluntary Redundancy will be available again but will be put on the back burner in areas where concerns are raised.
The City Council also has a Mandate For Change policy which seeks to attract inward investment and jobs to the area. Out of the savings the council is seeking to make this year, £8 million is part of this scheme. As an underlying principle, has the council got to save this? Which services are going to be impacted under Mandate for Change, what are the deliverables within the next 12 months and how can they be achieved?
The headline figures are for 333 full time equivalent jobs to be lost (head count 338). Total savings sought £24 million. However, a lot of detail is missing, including the receipt of placement lists which means not much can be done at the moment other than identifying problems with the information provided so far. For example, in B Russell’s constituency, in grounds & cleaning, the old structure had area managers, team leaders and operatives but in the new proposals area managers have been renamed team leaders, and team leaders as team co-ordinators.
Weekly meetings are now being held with the employer and the minutes of these will be posted on the branch web site when they become available.
It was questioned whether efficiency can actually be increased by reducing staff as staff are crucial in providing the service and employees who are stressed can’t work efficiently or provide the same standard of service when numbers are reduced. Have sickness absence figures increased because of this?
Is the real issue about privatisation rather than cuts? Stoke-On-Trent City Council has money but it is in capital accounts. Revenue accounts are kept separate but local strategic type bodies are being given funds whilst monies have been lost as a result of investment in Icelandic Banks. The Renew Programme is a currently example of where things can go disastrously wrong.
Have the redundancies also saved the council money as they have cost approximately £12 million so far? The Government allowed the council to transfer £1.5 million from capital accounts to revenue accounts to pay for redundancies but the remaining £9 million has come out of the revenue account.
A firm stand should also be taken against any attacks on terms and conditions, with divisive tactics being resisted – for example a reduction in car mileage allowances only impacts on certain groups, younger people would be affected by attacks on career bands.
It was also reported that certain types of staff have so far missed briefings, eg caretakers, cleaning and administration staff. They need to be made aware of what is happening.
